MOST households face a maximum council tax rise for a third year.
Nearly nine in ten authorities in England will ask for an inflation-busting 4.99 per cent increase — the highest amount without a local vote being held.

The proportion goes up to 94 per cent if councils increasing bills by 4.5 per cent are included.
For two thirds of authorities, it is the third year in a row they have risen by the maximum, analysis reveals.
Only nine, including Sunderland, Doncaster and Derby, will have rises under 4.5 per cent.
The Ministry of Housing, Communities and Local Government said: “We are maintaining a referendum threshold on council tax rises, so taxpayers can have the final say and be protected from excessive increases.”
The Local Government Association, representing councils across England, said: “Councils continue to face severe funding shortages and soaring cost and demand pressures on local services.”
