Latest Budget 2026 blow with ‘won’t repeat’ €2.6bn social welfare cost of living alert amid €140 Child Benefit shake-up

THERE will be no multibillion euro cost of living busting package of support for households in the upcoming budget due to concerns that a Trump slump will wipe out Ireland’s corporation taxes.

Finance Minister Paschal Donohoe confirmed Budget 2026 “will not repeat” another €2.2 billion of living package, saying past budgets introduced measures when inflation was at highs of five, 10 or 15 per cent.

The Government has instead this year leaned more towards the possible introduction of “targeted” payments for those most at risk of poverty.

Donohoe said he is “well aware” of the impact of the cost of living crisis but said there are risks when it comes to funding permanent measures with tax receipts that may not always be available in the future.

With concerns that Trump’s tariffs could wreak havoc on the Irish economy, Donohoe warned that there will be no repeat of the cost of living supports of the past.

This is despite the Dail hearing yesterday how skyrocketing grocery prices is leaving people struggling to keep their heads above water.

Speaking to RTE’s Morning Ireland, Donohoe said: “I’m absolutely well aware of the impact of the cost of living and what it means for so many people in our country in our society.

“I see it and I experience that. I know the difficulty it poses for many, for very many in our country.”

He added: “What every budget has done is it finds different ways of helping with the cost of living.

“But I have to make the case again here today that the kind of measures that we’ve had in the past of €2.5 billion packages.

“Packages of that scale were in place when we had inflation of five, 10, 15 percent. And we should not and I believe will not repeat that again.

“But we will find other ways, budget by budget and over four to five budgets instead, helping with and responding back to the needs within our society.”

The Budget 2025 package – the largest in the history of the State – was made up of a mixture of increased payments, 10 once-off lump sums for social welfare recipients, a minimum wage increase and tax changes.

It included two double Child Benefit payments handed out before Christmas, €400 extra for carers and €300 for those on Fuel Allowance.

Budget 2025 also provided an additional October cost-of-living double payment as well as the usual social welfare Christmas bonus.

But Donohoe and Public Expenditure Minister Jack Chambers previously admitted that they are reluctant to make any spending or taxation decisions in Budget 2026 that “create new risks”.

This means that the social welfare bonus payments and energy credits of recent budgets will not be a feature of this year’s budget announcements.

ECONOMY ‘CHALLENGES’

Sinn Fein’s Pearse Doherty told the Dail this afternoon that food prices in particular were putting people under pressure as he called on the Government to take action.

In response, Tanaiste Simon Harris claimed the Government were already helping people with the cost of living through measures like the carers grant, the back to school allowance and the pay increase for public sector workers – all of which will be paid out over the summer.

The Fine Gael leader admitted that there will be no repeat of the support packages of recent budgets but there will be moves to help people cope with the cost of living through different measures that are currently up for negotiation.

Donohoe said there are “challenges” ahead for the Irish economy as price hikes, “recessionary trends” and the looming impact of US tariffs barrel towards us, but said we are heading towards those challenges in a “position of strength”.

He said different scenarios for the Irish economy – where tariffs were and were not permanently applied by the US – have been taken into account.

Anything we do in this space needs to be targeted and focused on those on low incomes, particularly workers.”

Donohoe explained: “What we remain to see yet is what the United States assessment will be, which is why it’s important that we have surplus in our public finances and we have so many people at work.

“These are the kind of challenges that we could need to confront but I have confidence that we can do that.”

Taoiseach Micheal Martin also previously ruled out a specific repeat of the €2.6 billion cost-of-living package unveiled in Budget 2025.

He declared: “Our agenda and objective in the budget, when it comes in the autumn, will be again to provide within the social protection payment programme and in terms of taxation, to do what we can to alleviate the pressures on people.”

‘TARGETED’ BUDGET EFFORTS

The news of a more cautious budget comes as Minister for Social Protection Dara Calleary confirmed his Department would be taking a more “targeted” approach to address poverty, particularly child poverty.

He vowed that any changes made to the social welfare system this year will be targeted and “focused on those most at risk” of poverty and those in consistent poverty.

The Fianna Fail TD said the Programme for Government includes a “range of measures” to support children and their families in Budget 2026.

He explained: “One such commitment is to explore a targeted child benefit payment and examine the interaction this would have with existing targeted supports to reduce child poverty.

“Existing supports include the working family payment and the child support payment.”

Calleary said the Department of Social Protection is examining a targeted second-tier of the €140 Child Benefit payment but added that it is a “complex issue”.

'OUT OF CONTROL' PRICING

THE “crazy” increase in the cost of everyday food items has been raised in the Dail, as the opposition accused the Government of being inactive on the issue.

Sinn Fein leader Mary Lou McDonald said that in the past year, butter had become a euro more expensive, a kilo of Irish cheddar was up 57 cents, and two litres of milk was up 27 cents.

She cited figures in the Irish Times that indicated a kilo of chicken had cost €4.99 euro in 2022 and now costs €11.

“That’s just crazy,” she said, telling the Dail that prices were “out of control”.

“Many households are now paying 3,000 euros extra a year in the supermarket than they were in 2021.”

She accused the Government of having “failed to exert any real pressure” on retailers, after a junior minister handling the issue was “unceremoniously ignored”.

The Dublin Central TD blasted: “Your latest plan, it seems, is to do absolutely nothing, to stick your head in the sand, allow people to be ripped off week in and week out.

“Let me just give you some more CSO data – over five years, sugar is up 54 per cent.

“A filet of cod, up 55 per cent, pork sausages 21 per cent, lamb 48 per cent, spaghetti up 46 per cent.

“Nothing has changed, people are still to the pin of their collar.”

He explained: “Táimid ag obair ar an two-tier payment. We are looking at that but there is quite a lot of work involved and it is a complex issue to examine.”

The proposed Child Benefit shake-up would lift some 55,000 children out of income poverty and 25,000 from consistent poverty, according to a recent report from the Economic and Social Research Institute.

The €140 flat payment will still be paid to everyone, regardless of income.

Calleary said the Department of Social Protection needs to work “collectively” with other Government Departments to ensure there are no “unintended consequences” as a result of the payment.

He explained: “If we are to do this, people cannot lose out. We have to look at expanding the working family payment and the child support payment as part of targeted measures.

“Anything we do in this space needs to be targeted and focused on those on low incomes, particularly workers.

“We have to ensure that people do not get a lower payment under a new system than they are currently getting.

“That could be an unintended consequence of some of the work we have seen today.”

‘EXPANSIONARY PACKAGE’

Tanaiste Simon Harris told colleagues that the Budget will be an “expansionary package” and most of the measures will take effect next January.

Speaking at Wednesday’s Fine Gael parliamentary party meeting, Harris said one normal Budget will be announced in October.

Although nothing has been confirmed and Harris said decisions have yet to be made, he told the meeting that the VAT rate for small businesses will be cut permanently in the Budget.

He also said childcare fees must be permanently reduced over the lifetime of this government.

Harris also said the cost of education, across all levels, must be reduced along with healthcare costs, and significant progress should be made in children’s disability services and special education.

Three Met cops who strip-searched black girl, 15, GUILTY of misconduct – but are cleared of racially profiling her

THREE Met Police officers who strip-searched a black 15-year-old girl after wrongly suspecting she had cannabis have been found guilty of misconduct.

The teen, known only as Child Q, was removed from an exam at her school in Hackney, East London, by the female cops.

She was forced to remove her sanitary towel during the “disproportionate” and “humiliating” strip search.

The ordeal sparked fury after the Met were accused of targeting the girl because of her race.

PC Kristina Linge and PC Rafal Szmydynski were today found guilty of gross misconduct following a tribunal.

PC Victoria Wray was found to have committed misconduct, the panel in South East London found.

The panel heard how black schoolchildren were more likely to be treated as older and less vulnerable than their white peers.

But the hearing did not find that the officers were influenced by Child Q’s race nor was the girl’s age a factor in her treatment.

Cdr Kevin Southworth said: “The experience of Child Q should never have happened and was truly regrettable.

“We have sincerely apologised to Child Q since this incident happened.

“Again, I am deeply sorry to Child Q and her family for the trauma that we caused her, and the damage this incident caused to the trust and confidence black communities across London have in our officers.”

Police were called to the school in December 2020 after believing the teen girl may have been in possession of drugs.

She was forced to expose her intimate parts while no appropriate adult was present.

No drugs were found during the search, which was described as unjustified, inappropriate, disproportionate humiliating and degrading.

Cricket Ireland CEO Warren Deutrom steps down after almost 19 years in the role

CRICKET Ireland Chief Executive Officer Warren Deutrom has announced he will step down from the role at the end of August.

Deutrom has been at the helm of Irish Cricket for almost 19 years since December 2006.

The Englishman has overseen some of Irish cricket’s greatest moments

During his tenure, Ireland has grown in stature in world cricket and in 2017 was awarded Full Member/Test status of the International Cricket Council. Only 12 out of 108 cricket-playing nations hold this elite status.

Warren has been in cricket administration for almost 30 years, including stints as head of events for both the International Cricket Council (ICC) and for the England and Wales Cricket Board.

He sits on the ICC Chief Executives Committee and ICC Women’s Cricket Committee, is the Chair of the European T20 Premier League.

He was also a member of both the Irish Sport Anti-Doping Disciplinary Panel and the Olympic Council of Ireland Disciplinary Panel, and is a former Board Director of both the Federation of Irish Sport and the European Cricket Council.

After the board meeting where his resignation was formally advised, Warren Deutrom: “It’s hard to explain my feelings since making this decision.

“The role of Cricket Ireland CEO has covered more than a third of my life and two-thirds of my professional career. It has felt more like a vocation and a true labour of love than a mere job.

“The attainment of ICC Full Membership and Test status is the most significant achievement I’ll look back on with pride – indeed, if the first decade of my role was about trying to achieve ICC Full Membership/Test status, the next decade has been about trying to live up to that privilege.

“Today, with new ICC funding, with permanent infrastructure planned, a World Cup to co-host, a central contracts system for both men and women, and the European T20 Premier League on the horizon, I’m more confident than ever that the foundations are there to realise that new vision, so it’s the right time for me to hand over the baton.

“While the absolute highlights of the role are too numerous to mention, the most powerful memories I’ll take with me are of our Irish cricket family – the good people, the kind people, the mentors, the taskmasters, the wonderful colleagues, and the countless friends I am privileged to have made along the way.

“I look forward to saying a personal thanks to as many people as possible over the coming weeks.”

The Chair of Cricket Ireland Brian MacNeice thanked Warren Deutrom for all his works over his nearly 19 years.

He said “The measure of success for any CEO is have they left the organisation in a better place than they found it. There is no doubt Warren has achieved that.

“It’s obvious that cricket – and more specifically, Irish cricket – hasn’t just been a job for Warren, but rather a passion.

“He has driven some of the most significant achievements our sport has ever seen – especially the attainment of Full Membership of the ICC.

“He took over an embryonic organisation, led it through an unparalleled period of growth, managed the organisation through challenges such as the economic crash and Covid, and always maintained an eye on the big picture.

“A role like this invariably demands an extraordinary level of skill, dedication, enthusiasm and selflessness, three attributes Warren has in abundance.

“He ends his tenure with not only a list of achievements, but several substantial projects in development – such as the stadium and co-hosting of the T20 World Cup – that suggest a bright future for Irish cricket.

“On behalf of the Board and staff of Cricket Ireland, I thank Warren for his outstanding leadership and commitment to the role of CEO – and I wish Warren and his family all the best in the future.”

The team is based on the Maynooth University Barnhall grounds in Parsonstown, Leixlip, Co. Kildare.

The event, which celebrated the values of connection, inclusion, and purpose, saw O’Driscoll lead a special training session with the Buffaloes.

Known for his legendary rugby career, the three-time Lion brought his trademark charisma, warmth, and genuine enthusiasm to every interaction, from coaching drills and signing rugby balls to posing for photos and chatting with guests.

The former Leinster and Ireland centre enjoyed the event saying: “It was great to spend the morning at Barnhall RFC with the Buffaloes team.

With the 2025 Lions team in action last week O’Driscoll shared his personal experience of being on tour with the Lions.

He said: “Training in Lions is spectacular you have to bring your A game every single day because everyone’s at such a high skill level.

“It was peoples capacity, players capacity to be told something once and show it at training.”

The British and Irish Lions principal partner Howden hosted the heartwarming event.

The Howden CEO Robert Kennedy said: “This event was a true celebration of what sport and community can achieve together.

“We are incredibly proud to support initiatives that bring people together and create lasting memories.”

The day left a lasting impression on all who attended, including Brian himself, and served as a powerful reminder of the joy that comes from showing up with heart and engaging with purpose.

KNEECAP have teased a major announcement for tonight ahead of their Glastonbury Festival gig.

The Irish rap group, Mo Chara, Móglaí Bap, and DJ Próvaí, are set to perform at the world’s largest greenfield music festival this Saturday, June 28, on the West Holts stage.

But it’s looking unlikely that the band’s highly anticipated performance will be broadcast live on BBC.

The British public service broadcaster’s TV coverage of Glastonbury is due to begin at 5pm on BBC Two but the lads are scheduled to be on stage just beforehand at 4pm until 5pm.

Kneecap took to Instagram today and shared a cryptic post that stated: “Important message coming 6pm today.”

Moglai Bap also shared a photo of himself and Liam sitting on a plane – confirming they are already on route to Worthy Farm.

And while the rappers have not yet revealed what this announcement is in relation to but their fans are hoping for good news.

Shaun commented: “Bigger stage would be class/new release/live streaming of the gig for those of us who can’t make it.”

One follower wrote: “If it’s another cancellation or glasto pulling you I think everyone is going to lose their s***. Praying for good news.”

Amber said: “Can’t wait. Hope it good news. Free Palestine.”

Another fan added: “The music of Lankum is making me feel this is going to be good news!”

The band’s Glastonbury slot has been under scrutiny due to the ongoing controversy surrounding them.

Liam appeared in court earlier this month accused of displaying a flag in support of banned terror group Hezbollah at a gig.

The 27-year-old appeared at Westminster Magistrates’ Court on June 18 and was released on unconditional bail until his next hearing on August 20 when legal argument will be dealt with.

Chief Magistrate Paul Goldspring told him he must attend court on that day.

He was charged following the alleged incident during a gig at the O2 Forum in Kentish Town, North London.

‘NOT APPROPRIATE’

After the hearing O hAnnaidh and his fellow members Naoise O Caireallain, and J J O Dochartaigh, were greeted by loud cheers and chants of “Free Palestine” from the hundreds of people waiting outside.

Prior to the hearing, they had arrived to a scrum of their supporters who cheered as their vehicle pulled up.

However, pro-Israel demonstrators also held a counter protest, with police keeping both groups separate.

The band were wearing “Free Mo Chara” T-shirts as they arrived at the central London court.

Prime Minister, Sir Keir Starmer, has since said it is “not appropriate” for the Irish hip hop group to cash in at Glastonbury festival.

Asked by The Sun on Sunday if he thinks Kneecap should play, the PM, left, said: “No I don’t.

“I think we need to come down really clearly on this. I won’t say too much, because there’s a court case on, but I don’t think that’s appropriate.”
