Beerus has always stood at the pinnacle of Dragon Ball’s power hierarchy, even though he might have let a few punches or slaps land on him, but only because he knew it wouldn’t harm him.

The God of Destruction is on a completely different power level compared to the Z fighters. He is the one who taught Vegeta that there is not just one path, ‘Ultra Instinct,’ and showed him how to use the ‘Ultra Ego.’ Beerus’ temperament is somewhat unpredictable, making him more suitable for Ultra Ego than Ultra Instinct.
But during the Universe Survival saga, Beerus clearly uses Ultra Instinct to defeat several Gods of Destruction at the same time. Even though he knows how to use it, he has never fully mastered Ultra Instinct, not even to the extent that Goku has.
The Apex Instinct form of Beerus
Beerus is hundreds of millions of years old and a character who embodies destruction itself. A new theory suggests that Beerus could be the only one who can somewhat fust the two Ultra techniques.

This would let him ascend to extremely high power levels and a form that could be called—Apex Instinct. This form would merge the best aspects of Ultra Instinct and Ultra Ego. The two forms may seem fundamentally incompatible.
For instance, Ultra Instinct requires a calm mind and a sense of serenity (which is why Beerus and Vegeta cannot grasp it), and Ultra Ego needs the user to embrace their stronger emotions. His nature as a God of Destruction and his pride and contempt contradict the serenity required to wield it (making it the fighting style of Angels for a reason).
So if someone taps into their anger or hatred, they would not be able to use Ultra Instinct and similarly, if they are calm and composed, they cannot avail the advantages given by Ultra Ego. So why would Beerus be able to do what no one has?
The Implications of Beerus Achieving Apex Instinct
This is because Beerus is in a unique situation by being the God of Destruction. The Gods of Destruction have a duty to destroy (using Hakai energy) any threats to the universe. This means that instead of using rage as a motivator and a strong emotion to tap into, Beerus could use a sense of duty and responsibility.

His hundreds of millions of years of life means that he can stay calm in the face of danger. This may not allow him to use the True Ultra Instinct, but he can definitely tap into the principles and take damage only when he wishes to grow stronger in the midst of the battle.
This fighter, who is untouchable (dodges every move) and can get infinitely stronger the more that combat is dragged on, would make Beerus on par with the Angels.
Neither may hit the other, but Beerus can grow stronger without a limit and grasp victory when the Angels are exhausted (They sleep as seen in the series, so it means they do get tired).
